Their ratings are usually based on the material that is used for their construction and the time that is required to break them open.
Fireproof safes:
Fireproof safes are generally made by moulding together thin sheets to form an inner and outer shell. These types of safes have an insulating material filled between the inner and outer layer which helps to maintain a steady temperature inside the safe and ensures your valuables are safe inside. Fireproof safes can generally keep the items at normal temperatures for at least a couple of hours.
Cheap safes are also available. However, these cheaper safes are usually made from poor quality materials. If you want to secure your valuables, always insist on quality, durable safes.
